you could use http://www.nosle.com as your newsletter service.
What you can do is
a) create a channel called parents_newsletter
b) create one or more messages inside that channel
c) set up payments to view any messages inside that channel
d) you can also restrict access to the messages inside the channel, to either your school’s domain or privileged users or allow it to anyone who pays you.
